Penalties for tax failures are on the rise, and many people are finding that HMRC seems to believe that every mistake deserves punishment. What is worse, Tribunals are increasingly siding with HMRC to a point where what you and I may consider an obviously reasonable excuse for being late - life-threatening illness, divorce, flooding of premises - is frequently considered unsufficient grounds for leniency. The new penalty regime was intended, however, to punish the guilty according to their degree of guilt but also to ensure that reasonable and accidental errors attracted no penalties.
